Take the rescue operation for example. Boats are not a great option, because this is a *city* under water. The FEMA guy in NOLA was saying that you can only get so far, then the boats hit *buildings* that are under the water. Copters can only rescue so many people at a time, and they have to do it while hovering, because there's no place to land. Planes, of course, are out of the question.
I understand being angered by the pictures- hell, the looters taking TV's make me want to hang people. But the sad fact is that cities becoming swamps are just NOT things we have any way to plan for. Or much of a way to fix. Being rich doesn't make us gods. It just makes us more annoyed when we're essentially powerless.
