I really do not understand it at all. I mean, I can understand being caught without proper evacuation procedures in the case of, say, an earthquake, which is not predictable. But the thing about hurricanes is that you can see them coming! Which, logically, would mean that it would be *easier* to have evacuation plans in place! But apparently not.
