No - but the efforts to staunch the levees are being hampered because they don't have the resources. This is not excusable and could have been prepared for.

And I am FURIOUS that more of an effort wasn't made to give people options to get out of the city before the hurricane hit.

I am watching the television now and I am furious that people are streaming out of the city and have no where to go. I am furious as the people arriving at the Astrodome describe the situation that they endured the last few days. It didn't have to be this bad. And money - lack of it - is a big contributor to how this all came about.
