FEMA et al was pretty honest from the get go: if the worst happens, we simply don't have the resources to deal. They don't. There aren't enough people, there isn't enough food, and there is no way to get the available resources to the people who need it. It's not really any govt. organization's fault. This was just too big.

Feel free to blame Bush for anything though. Just on general principle.
